Michael E. Young, MSW has served as President & CEO of
Southern Maryland Tri-County Community Action Committee, Inc. (SMTCCAC)
since August 1, 2016, bringing 37 years of management experience in human services, social work, and nonprofit leadership. He has held leadership roles continuously since 1988, guiding organizations through growth, innovation, and strategic transformation.

Michael is also a skilled nonprofit management consultant, grant strategist, and federal grant reviewer. He has served on more than 30 boards and advisory committees at the local, state, and regional levels.

- Expanded Pre-K services through Early Head Start – Child Care Partnership (EHS-CCP)
- Launched Pre-K home visiting services in Charles County
- Opened the J.W. Head Start Center to increase early education access
- Created internship/training opportunities for students serving low-income communities
- Expanded services to residents in SMTCCAC’s affordable housing communities
- Established daycare services at two property locations
- Led region’s largest rental assistance program during COVID-19
- Implemented virtual services platform for emergency access
- Launched a comprehensive Fatherhood Program to support families
- Created Personal Hygiene Product Program to serve vulnerable individuals
- Launched Diaper Distribution Program to support low-income households
- Modernized the Stuckey and Monk buildings to enhance operations
